CAUSE
This behavior may occur if the Windows Update site has been refreshed, but the user has an earlier version of the site control in their browser cache or in the WindowsUpdate folder.

RESOLUTION
To resolve this behavior, delete your temporary internet files and browser history, delete the configuration files from the WindowsUpdate folder, and then add Windows Update to your list of trusted sites.
Step 1: Clear the Temporary Internet Files and History
1. Open Internet Explorer, click Tools, click Internet Options, and then click the General Tab.
2. Under Temporary Internet Files, click Delete Files.
3. Also under Temporary Internet Files, click Settings, and then click View Objects.
4. Right-click the Update Class file, click Remove, and then click Yes to confirm.
Note If you cannot find the Update Class file, continue to the next procedure to remove the Windows Update controls.
Step 2: Remove Windows Update Controls
1. Unregister the Iuctl.dll file. To do so, close Internet Explorer, click Start, click Run, and then in the Open box, type the following command:
regsvr32 /u iuctl.dll
2. Click Start, click Find, and then click Files or Folders.
Note If you use Windows Millennium Edition, click Start, click Search, and then click Files or Folders.
3. In the Named box, type iuctl.dll.
4. Right-click the file, and then click Delete.
5. Click Start, click Programs, and then click Windows Explorer.
6. Select the V4 folder (if present), click Edit, and then click Invert Selection to make sure that you delete all the files except the V4 folder.
7. Press DELETE, and then click Yes to confirm.
8. Click the V4 folder (if present).
9. Select the Iuhist.xml file, click Edit, and then click Invert Selection to make sure that you delete all the files except the Iuhist.xml file.
Note Microsoft does not recommend that you delete the Iuhist.xml file because that action clears the Windows Update download history and all your records of earlier downloads.
10. Press DELETE, and then click Yes to confirm.
If you cannot find the files listed in this article by using Windows Explorer, verify that your folder options are set to show all files. To set this option, follow these steps: 1. Double-click My Computer.
2. In Windows 98 and Windows Millennium Edition, click View, and then click Folder Options. In Windows XP and Windows 2000, click Tools, and then click Folder Options.
3. Click the View tab.
4. In the Hidden files section, make sure that the Show all files or the Show hidden files and folders option is selected, and then click OK.
Step 3: Add Windows Update to the Trusted Sites Zone
If you continue to receive the "Cannot Display Page" error message after you following these procedures, add Windows Update to the list of Trusted Site Zones.
You must set the security settings in Internet Explorer to Medium or lower for ActiveX files to correctly pass to your computer. When you lower the security settings, you affect only the Web sites listed in the Trusted Sites Zone of Internet Explorer. Your current security settings for all other Web sites remain as they are currently configured. 1. From the toolbar in Internet Explorer, click Tools, click Internet Options, and then click Security.
2. Click Trusted Sites Zone, and then click Sites.
3. Click to clear the Require server verification (https:) for all sites in this zone option.
4. In the Add this Web site to the zone: text box, type http://*.microsoft.com, and then click Add.
5. Click OK.
6. Click Custom Level, and then select Enable for the following items: • Download signed ActiveX controls.
• Download unsigned ActiveX controls.
• Initialize and script ActiveX controls not marked as safe.
• Run ActiveX controls and plug-ins.
• Script ActiveX controls marked safe for scripting.
7. Click OK, and then click OK again to exit Internet Properties.
